Work published in the local language reaches practitioners, policymakers and communities who can act on it — and who would not read an English-language paper.

It also disappears almost entirely from international measurement, which creates a persistent conflict between doing useful work and being seen to do work.

Why it matters

  • Practitioners and policymakers read in the local language.
  • Applied findings need to reach the people who apply them.
  • Some subjects are inherently local — law, education, public administration, local history.
  • Building terminology and scholarly capacity in a language matters for the long term.
